CRESPIAL Team

The Center for the Safeguarding of the Intangible Cultural Heritage of Latin America (CRESPIAL) team is a group of responsible, committed, and passionate professionals dedicated to protecting and promoting the region’s rich cultural heritage.

Owan Lay González

General Manager

Owan has a degree in international relations, academic training, and experience in the public sector, international organizations, and non-governmental organizations.
He graduated from Nur University with a degree in International Relations. He later specialized in conflict resolution, formulation and implementation of public policies, interculturality and identities, and democracy in Latin America. Currently, he is a candidate for a master's degree in Political Science and Government from the Pontifical Catholic University of Peru.
Owan is a public and cultural manager with extensive experience. He has held management positions in the public sector, as a member of the Board of Directors of the National Institute of Radio and Television of Peru, director of the Place of Memory of Tolerance and Social Inclusion, and director of Policies for the Afro-Peruvian Population. He has also worked in international organizations as a consultant for the United Nations Development Program (UNDP), the Andean Community of Nations, and non-governmental organizations such as Makungu for Development.

Verónica Ugarte Rivera

Administrative and Financial Director

Verónica is a certified public accountant and lawyer with over 20 years of work experience in various fields. She has extensive knowledge in the areas of administration, administrative management, financial management, and accounting, which has allowed her to work successfully in International Cooperation institutions (ENIEX) and NGOs in the country, as well as in the Peruvian-Swiss Countervalue Fund and public and private institutions in the Cusco Region.
She has a master's degree in accounting, with a mention in taxation, and another in law, with a mention in constitutional law and constitutional procedure. In addition, she has taught for more than 19 years in universities in the city and higher education institutions in Cusco.
Verónica is a proactive professional with initiative, leadership skills, empathy, and the ability to solve problems.

Ivette Gastañaga Santos

PCI Technician

Ivette is a professional with academic training and extensive experience in social anthropology. She holds a degree in Anthropology from the National University of San Antonio Abad in Cusco, a Master's degree in Anthropology from the National University of San Marcos, and a Master's degree in Social Management from the Pontifical Catholic University of Peru.
Ivette has a deep knowledge of the high Andean communities in the Cusco region. She has worked for more than 12 years on cultural projects in local governments and specialized consulting on issues of social management complaints. She claims management, environmental impact studies, and PACRI in projects financed by International Cooperation.
Ivette has worked in community relations and conflict management in the private sector for large-scale projects in the Cusco region and Peruvian territory.
Ivette is a responsible, empathetic professional who can work in a team and seeks new opportunities to improve her skills and knowledge.

Ángela De La Torre Tupayachi

PCI Technician

Angela is a cultural professional. She has a degree in Anthropology from the National University of San Antonio Abad del Cusco and training in cultural policies and management. Currently, she is a student of a Master's degree in cultural studies with a mention in cultural policies from the Universidad Andina Simón Bolívar-Sede Ecuador.
Her training and experience in the public and private sectors have allowed her to develop a comprehensive, theoretical, and practical vision of culture.
Angela has experience researching and managing cultural projects with a participatory perspective and cultural industries, living culture, and cultural heritage in the public and private sectors.
Angela is a professional with a high sense of responsibility, teamwork capacity, honesty, and commitment.

Franko Fernández Carpio

PCI Technician

Franko is a professional passionate about preserving intangible cultural heritage and risk management in vulnerable communities. With anthropology training and risk assessment specialization, he combines his knowledge of ancestral cultures with management tools for promoting and safeguarding heritage. His experience ranges from risk and heritage assessment, management of risk assessment projects in communities such as Mayrasco the Virgen de Copacabana Association and the San Francisco de Colcha Population Center, and cultural management to training and awareness raising. Franko is a researcher expert in fieldwork, cultural analysis, design of educational programs, cultural promotion, documentation, and analysis of artistic expressions through images. He stands out for his ability to adapt to complex contexts, his interdisciplinary approach, his commitment to sustainable development, his ability to work in a team, and his sense of responsibility.

Mayra Castelo Ureta

Head of Communications

Mayra is a social communicator who graduated from the National University of San Antonio Abad del Cusco with studies in Governance, Public Policies, Public Relations, and Corporate Communication; currently studying for a Master's Degree in Public Management at Continental University.
She has professional experience in social programs and NGOs, developing communication processes. She has worked in the National Scholarship and Educational Credit Program (Pronabec), the Flora Tristán Peruvian Women's Center (CMPFT), and the High-Performance School (COAR), among others. He has developed his skills in media management, public relations, and corporate communication in these spaces.
Ability to analyze different scenarios, initiative to solve problems, ability to work in a team, planning, and the ability to analyze and synthesize.

Elixon Álvarez Concha

Accountant

Elixon is a professional with academic training and work experience in accounting and financial sciences. He is a public accountant from the Universidad Cesar Vallejo S.A.C. and is studying for a Master's Degree in Accounting with a mention in Auditing and Internal Control.
In his professional career, Elixon has worked for more than five years in private institutions' administrative and accounting areas, acquiring experience in various places.
Elixon is a professional committed to his work and career development. He is responsible, committed, organized, and able to work in a team.

Pedro Ramos Chávez

Head of IT and Systems

Pedro is a computer and systems engineer who graduated from the National University of San Antonio Abad del Cusco. He is passionate about technology and culture, and his work has focused on developing computer systems to preserve intangible cultural heritage.
He has professional experience at the National Institute of Culture and the National University of San Antonio Abad del Cusco.
Pedro also has postgraduate studies at the National University of Córdoba (Argentina), specializing in managing and safeguarding intangible cultural heritage. This training has allowed him to deepen his knowledge of the importance of preserving culture.
Pedro is a committed, proactive professional with initiative and the ability to work in a team.

Fanny Rubio Cáceres

Secretary

Fanny is a professional with experience and knowledge in accounting and computing. She has a Bachelor's degree in Accounting from the National University of San Antonio Abad del Cusco and studies in computing and systems operation.
She has knowledge of computing and skills in using accounting software, operating systems, and office applications.
Fanny has worked in various organizations, such as the Diocesan Caritas of Chuquibambilla, the French Alliance of Cusco, and the Child and Adolescent Development Center (CEDNA).
Fanny is a responsible, organized professional who can work in a team, is friendly, and has a vocation for service.

Erminia Tunquipa Quispe

Office Support

Erminia is responsible for ensuring the proper maintenance of our CRESPIAL institutional headquarters facilities and the appropriate physical functioning of the office. She also provides support in logistics and messaging tasks.
Erminia is very hard-working, committed, and responsible. She is always aware that everything is in order and that the workspaces are comfortable and pleasant. She is very attentive to the needs of others and is always willing to help.
